Bu mesajlarda da TTK\u00d6D olarak b\u00fcltende yer alan trafik g\u00fcvenli\u011fi konusundaki \u00e7al\u0131\u015fmalardan s\u00f6z edilerek duyarl\u0131l\u0131\u011fa dikkat \u00e7ekilmektedir. Medyada hemen yer bulan bu haberin verili\u015f \u015fekli baz\u0131 sorular\u0131 akla getiriyor.<\/p>\n\n\n\n<p>Genelde t\u00fcm medyada haber ajanstan gelen bilgi do\u011frultusunda \u201cviraj\u0131 alamayan yolcu otob\u00fcs\u00fc devrildi\u201d olarak verildi. Hatan\u0131n sadece viraj\u0131 alamamak \u00fczerine odaklan\u0131lmas\u0131 ne kadar do\u011frudur? Kamuoyu bu yetersiz bilgiye dayanarak ne derecede trafik ve yol g\u00fcvenli\u011finin \u00f6nemini d\u00fc\u015f\u00fcnebilir?<\/p>\n\n\n\n<p>Oysa viraja giren otob\u00fcs\u00fcn h\u0131z\u0131 \u00f6nemlidir. Bu otob\u00fcs\u00fcn fabrika \u00e7\u0131k\u0131\u015f\u0131 h\u0131z ayarlar\u0131yla oynanm\u0131\u015f m\u0131d\u0131r? Devrildi\u011fi andaki h\u0131z\u0131 nedir? Trafik ve yol g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan haber, uyar\u0131c\u0131 ve bilin\u00e7lendirici bir bak\u0131\u015fla verilseydi nas\u0131l olurdu?<\/p>\n\n\n\n<p>\u201cViraja belirlenen h\u0131z limitlerine uymadan giren yolcu otob\u00fcs\u00fc s\u00fcr\u00fcc\u00fcn\u00fcn kontrol\u00fc kaybetmesi sonucu devrildi. Ge\u00e7en 3 ayl\u0131k s\u00fcrede de aral\u0131kl\u0131 \u00e7ok say\u0131da otob\u00fcs kazas\u0131na tan\u0131k olundu. D\u00fcn sabah <strong>Kuzey Marmara<\/strong> otoyolunda meydana gelen otob\u00fcs kazas\u0131nda da 4 yolcu hayat\u0131n\u0131 kaybederken, 26 ki\u015fi yaraland\u0131.<\/p>\n\n\n\n<p>Her t\u00fcrl\u00fc \u00f6nlem al\u0131nmas\u0131na, radar, EDS ve yol denetim ekipleri ile m\u00fccadele edilmesine ra\u011fmen arzulanan hedefe uzak olundu\u011fu g\u00f6r\u00fcl\u00fcyor. Trafik \u00e7arp\u0131\u015fmalar\u0131n\u0131n olmadan <strong>\u00f6nlenmesine<\/strong> y\u00f6nelik u\u011fra\u015f veren bir STK olarak uyar\u0131lar\u0131m\u0131z\u0131n hakl\u0131 \u00e7\u0131kmas\u0131 \u00fcz\u00fcnt\u00fc vermektedir.<\/p>\n\n\n\n<p>Bu kadar uyar\u0131, bu kadar \u00f6nlem, bu kadar denetleme, bu kadar cezaya ra\u011fmen kazalar ni\u00e7in art\u0131yor? Demek ki ba\u015fka bir sorun var. O nedenle kazalar\u0131n \u00f6nlenebilmesi i\u00e7in do\u011fru bir <strong>analize ve strateji<\/strong> de\u011fi\u015fikli\u011fine ihtiya\u00e7 ka\u00e7\u0131n\u0131lmazd\u0131r.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin de taraf oldu\u011fu 661\/2009\/AB Genel G\u00fcvenlik Mevzuat\u0131 <strong>GSR1<\/strong> h\u00fck\u00fcmlerine uyum gere\u011fi \u015fehirler aras\u0131 otob\u00fcsler dahil a\u011f\u0131r ta\u015f\u0131tlarda, 2016 model y\u0131l\u0131ndan itibaren <strong>AEBS<\/strong> (geli\u015fmi\u015f acil fren sistemi), <strong>ESP<\/strong> (elektronik kararl\u0131l\u0131k sistemi) ve <strong>LDW<\/strong> (\u015ferit takip sistemi) fabrika \u00e7\u0131k\u0131\u015f\u0131 zorunlu k\u0131l\u0131nm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Son g\u00fcnlerde arkadan \u00e7arpma veya yoldan \u00e7\u0131kma tipi kazalar yo\u011funluk kazanm\u0131\u015f bulunuyor. Kaza sonras\u0131 ak\u0131llara hep ayn\u0131 soru geliyor. \u00d6rne\u011fin arkadan \u00e7arpan otob\u00fcste LDW ve AEBS <strong>yok muydu<\/strong>? \u201cVar\u201d yan\u0131t\u0131ndan sonra bu sefer \u201cLDW ve AEBS <strong>iptal miydi<\/strong>?\u201d sorusu hat\u0131rlan\u0131yor. \u00c7\u00fcnk\u00fc LDW ve AEBS sistemleri ile bu ve benzer kazalar\u0131n <strong>\u00f6nlemesi<\/strong> m\u00fcmk\u00fcnd\u00fcr.<\/p>\n\n\n\n<p>Ancak sahadan gelen bilgilerde baz\u0131 s\u00fcr\u00fcc\u00fcler ve ara\u00e7 sahipleri taraf\u0131ndan sinyal vermeden \u015ferit de\u011fi\u015ftirebilmek i\u00e7in <strong>LDW sisteminin iptal<\/strong> ettirildi\u011fi ifade edilmektedir. \u00c7\u00fcnk\u00fc LDW s\u00fcr\u00fcc\u00fc koltu\u011funu <strong>titretiyor<\/strong> ve uyar\u0131 <strong>sesi<\/strong> \u00e7\u0131kar\u0131yor. Bu durumun yaratt\u0131\u011f\u0131 rahats\u0131zl\u0131k nedeniyle bu yanl\u0131\u015f uygulama tercih ediliyor. Ayn\u0131 \u015fekilde AEBS iptalinin de iki nedeni g\u00f6r\u00fcl\u00fcyor.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Makaslama yaparak otob\u00fcs\u00fcn \u00f6n\u00fcne giren ara\u00e7lardan dolay\u0131 otob\u00fcs <strong>ani fren<\/strong> yapmak zorunda kal\u0131yor.<\/li>\n\n\n\n<li>Bu s\u0131rada emniyet kemeri takmayan <strong>yolcular<\/strong> \u00f6ne do\u011fru savruluyor.<\/li>\n<\/ol>\n\n\n\n<p>S\u00fcr\u00fcc\u00fcler ve ara\u00e7 sahipleri AEBS ve LDW sistemini manuel olarak <strong>tamamen <\/strong>iptal ediyor. Bat\u0131 \u00fclkelerinde bu yasakland\u0131\u011f\u0131 i\u00e7in ara\u00e7 muayenelerinde kusur olarak i\u015flem g\u00f6r\u00fcyor. Oysa \u00fclkemizdeki uygulamalarda T\u00dcVT\u00dcRK ara\u00e7 muayenelerinde bu <strong>kusur<\/strong> olarak de\u011ferlendirilmiyor. T\u00dcVT\u00dcRK bunu hangi <strong>mevzuata<\/strong> dayanarak uygulam\u0131yor?<\/p>\n\n\n\n<p>Uzun yol gece otob\u00fcs yolculuklar\u0131nda, yolcular\u0131nda emniyet kemeri takmalar\u0131 ko\u015fuluyla bu sistemlerin <strong>hayat <\/strong>kurtard\u0131\u011f\u0131 bir ger\u00e7ektir. Bu nedenle bu t\u00fcr <strong>g\u00fcvenlik<\/strong> sistemlerinin iptal edilmesine neden olan engeller ortadan kald\u0131r\u0131lmal\u0131 ve trafik ve yol g\u00fcvenli\u011fine katk\u0131 sa\u011flanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Medya olay\u0131 ajans kaynakl\u0131 habere dayanarak otob\u00fcs\u00fcn bariyerlere \u00e7arpmas\u0131 ve devrilmesi \u015feklinde veriyor. Oysa fabrika \u00e7\u0131k\u0131\u015f\u0131 <strong>100 km\/<\/strong>h h\u0131zla s\u0131n\u0131rland\u0131r\u0131lmas\u0131 gereken otob\u00fcslerin h\u0131z s\u0131n\u0131r\u0131n\u0131 a\u015fmalar\u0131na de\u011finilmemektedir. Kazalara <strong>\u00f6nlem<\/strong> olan yukar\u0131daki sistemlerin <strong>iptali<\/strong> gibi h\u0131z s\u0131n\u0131rland\u0131r\u0131c\u0131larla da oynanmaktad\u0131r. Bunlar\u0131 engelleyecek mevzuat ve idari d\u00fczenlemeler yap\u0131lmad\u0131\u011f\u0131 s\u00fcrece bu \u00fcz\u00fcc\u00fc k\u0131s\u0131r d\u00f6ng\u00fc s\u00fcrecektir.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Son olarak konuyla ilgili yay\u0131nlanan Cumhurba\u015fkanl\u0131\u011f\u0131 kararnamesinde de vurguland\u0131\u011f\u0131 \u00fczere trafik kazalar\u0131nsa can kay\u0131plar\u0131n\u0131n <strong>2030 y\u0131l\u0131nda % 50<\/strong> oran\u0131nda, 2050 y\u0131l\u0131nda da s\u0131f\u0131rlanmas\u0131 hedefinin yakalanmas\u0131 zor g\u00f6r\u00fcnmektedir. Kent genelinde toplu ula\u015f\u0131m\u0131 h\u0131zland\u0131rmak amac\u0131yla 120 kilometrelik otob\u00fcs \u00f6ncelikli yol planlan\u0131rken, pilot uygulaman\u0131n bu y\u0131l ba\u015flamas\u0131 hedefleniyor. 2024 K\u00fcresel Trafik Karnesi\u201d raporuna g\u00f6re megakent \u0130stanbul, d\u00fcnya genelinde trafikte en fazla zaman kaybedilen \u015fehir durumunda. \u0130stanbullular, bir y\u0131l i\u00e7inde tam 4.4 g\u00fcn\u00fcn\u00fc direksiyon ba\u015f\u0131nda, ilerlemeyen trafikte ge\u00e7iriyor. Bu tablonun en \u00f6nemli sebebi ise tek ki\u015filik seyahatler.&nbsp;\u0130stanbul\u2019da yakla\u015f\u0131k 5 milyon 561 bin ara\u00e7 trafi\u011fe kay\u0131tl\u0131.&nbsp;<strong>5 bin 461 kilometrekarelik y\u00fcz\u00f6l\u00e7\u00fcm\u00fcne sahip \u015fehirde her bir kilometrekareye ortalama bin 18 ara\u00e7 d\u00fc\u015f\u00fcyor.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Yollar hep t\u0131kal\u0131<\/strong><\/h2>\n\n\n\n<p>\u0130stanbul Ticaret \u00dcniversitesi Ula\u015ft\u0131rma Sistemleri Uygulama ve Ara\u015ft\u0131rma Merkezi M\u00fcd\u00fcr\u00fc Prof. Dr. Mustafa Il\u0131cal\u0131, kentin trafik y\u00fck\u00fcn\u00fcn her ge\u00e7en g\u00fcn artt\u0131\u011f\u0131n\u0131 belirterek, okullar\u0131n a\u00e7\u0131lmas\u0131yla birlikte trafi\u011fin adeta kilitlenece\u011fini vurgulad\u0131. Taksim-Zincirlikuyu aras\u0131nda yakla\u015f\u0131k 5 kilometrelik bu yolda otob\u00fcsler gidi\u015f geli\u015f olmak \u00fczere yolu payla\u015ft\u0131lar ve bir anda yolcu say\u0131s\u0131 \u00fc\u00e7 kat\u0131na \u00e7\u0131kt\u0131.\u00a0\u015eimdi bu yeni d\u00fczenlemede, denetim b\u00f6l\u00fcm\u00fc sa\u011fl\u0131kl\u0131 \u00e7al\u0131\u015ft\u0131r\u0131labilir ise bu i\u015f g\u00fczel bir yere oturur.\u00a0<strong>Otob\u00fcslerin sefer s\u00fcreleri k\u0131sal\u0131r, daha fazla yolcu ta\u015f\u0131yarak daha fazla sefer yapabilirler.<\/strong>\u00a0B\u00f6ylelikle duraklarda bekleyen insanlar kalmaz. Ama burada en \u00f6nemli sorun otob\u00fcslere ayr\u0131lacak olan g\u00fczergahlardaki denetim meselesi. Buran\u0131n denetimini kim kontrol edecek \u00e7\u00fcnk\u00fc taksicisi var, mal indireni var. G\u00fcn\u00fcn her saatinde, her yerde nakliye var.\u00a0\u00d6nemli olan kurallara uymak. Bu s\u0131rada yang\u0131n b\u00fcy\u00fcyerek otob\u00fcs\u00fcn arka k\u0131sm\u0131na yay\u0131ld\u0131.
