Bu kamu y\u00f6netiminin uyar\u0131lar\u0131 dikkate almas\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemlidir. Ancak daha da \u00f6nemlisi yasama organ\u0131n\u0131n trafik sorunlar\u0131na duyars\u0131z kalmamas\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu ay\u0131n bir ba\u015fka \u00f6ne \u00e7\u0131kan konusu da motosikletlerle ilgili geli\u015fmelerdir. Hem kural ihlalleri, hem de artan say\u0131lar\u00a0 ve kazalara kar\u0131\u015f\u0131m oranlar\u0131 a\u00e7\u0131s\u0131ndan da motosikletler dikkati \u00e7ekmektedir. Bununla ilgili baz\u0131 illerde Valilik inisiyatifi ile d\u00fczenlemeler yap\u0131l\u0131yor. En \u00f6nemlisi d\u00fczenlemelerin nas\u0131l denetlenece\u011fi bilinmezidir.  Bir m\u00fcjde de, TTK\u00d6D \u0130ktisadi \u0130\u015fletmesi\u2019nin faaliyete ge\u00e7mesidir. Bakanl\u0131\u011f\u0131n olaya m\u00fcdahalesiyle s\u00fcr\u00fcc\u00fc g\u00fcvenlik kameralar\u0131yla tespit edildi ve \u0130stanbul\u2019da yakalanarak g\u00f6zalt\u0131na al\u0131nd\u0131 \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131\u2019da gere\u011finin yap\u0131ld\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131.<\/p>\n\n\n\n<p>Darp nedeniyle daha \u00e7ok dikkat \u00e7eken bu olay asl\u0131nda bir trafik ve yol g\u00fcvenli\u011fi sorunudur. S\u00fcr\u00fcc\u00fcye gere\u011finin yap\u0131lmas\u0131 sadece g\u00f6zalt\u0131na al\u0131nmas\u0131, bir s\u00fcre tutuklu kal\u0131p mahkemeye sevk edilmesiyle sonu\u00e7lanacak bir konu olmamal\u0131d\u0131r. Bu veriler ge\u00e7mi\u015f aylarla kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011fnda\u0131 yeni bir art\u0131\u015f e\u011filimi uyar\u0131s\u0131 anla\u015f\u0131l\u0131yor. Ya\u015fanan kazalarda s\u00fcr\u00fcc\u00fc hatalar\u0131n\u0131n yan\u0131 s\u0131ra h\u0131z konusununda \u00f6nemli bir yer tuttu\u011fu biliniyor. Bu ama\u00e7la \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131 koordinesinde kurulan bir komisyonla h\u0131z levhalar\u0131n\u0131n yerleri yeniden belirleniyor. Sayfas\u0131nda i\u015fletmenin kurulu\u015f karar\u0131 yay\u0131nland\u0131. 3194 Say\u0131l\u0131 \u0130mar Kanunu&#8217;nun Otoparklar ba\u015fl\u0131\u011f\u0131 alt\u0131nda bulunan 37. maddesinde &#8220;\u0130mar planlar\u0131n\u0131n tanziminde planlanan beldenin ve b\u00f6lgenin \u015fartlar\u0131 ile m\u00fcstakbel ihtiya\u00e7lar g\u00f6z \u00f6n\u00fcnde tutularak l\u00fczumlu otopark yerleri ayr\u0131l\u0131r&#8230;&#8221;,<\/p>\n\n\n\n<p>Otopark Y\u00f6netmeli\u011fi Genel Esaslar ba\u015fl\u0131\u011f\u0131 alt\u0131nda bulunan 4. maddesinin (\u0131) bendinde ise &#8220;B\u00fct\u00fcn otopark t\u00fcrlerinde otopark alan\u0131n\u0131n %1&#8242; inden az olmamak \u00fczere ilave alan bisiklet ve motosiklet park yeri olarak ayr\u0131l\u0131r.&#8221; h\u00fck\u00fcmleri bulunmaktad\u0131r.<\/p>\n\n\n\n<p>2918 Say\u0131l\u0131 Karayollar\u0131 Trafik Kanunu&#8217;nun 61. maddesinde; AB \u00fclkelerinde trafik kazalar\u0131 azal\u0131yor olsa da yine de 2024 y\u0131l\u0131 kay\u0131tlar\u0131 y\u00fczde 3 \u00f6l\u00fcm\u00fc g\u00f6steriyor. 2023 y\u0131l\u0131nda, AB \u015fehirlerinde meydana gelen trafik kazalar\u0131nda toplam 7 bin 807 ki\u015fi hayat\u0131n\u0131 kaybetti. Ge\u00e7en y\u0131l Berlin&#8217;de meydana gelen trafik kazalar\u0131nda 55, son on iki ayda Br\u00fcksel b\u00f6lgesinde 9 ki\u015fi \u00f6ld\u00fc. Yunanistan&#8217;da 531 trafik kazas\u0131nda 11 ki\u015fi hayat\u0131n\u0131 kaybetti. Bu \u00e7o\u011fu kentin en b\u00fcy\u00fck sorunlar\u0131ndan biri, peki Helsinki bunu nas\u0131l ba\u015fard\u0131, T\u00fcrkiye&#8217;de kazalar nas\u0131l \u00f6nlenebilir?<\/p>\n\n\n\n<p>Konuyla ilgili konu\u015fan Helsinki Belediyesi&#8217;nin Kentsel \u00c7evre Dairesi&#8217;nde trafik m\u00fchendisi olarak \u00e7al\u0131\u015fan Ronni Utri\u00e4nen, bu ba\u015far\u0131n\u0131n &#8220;bir\u00e7ok fakt\u00f6re ba\u011fl\u0131 oldu\u011funu ancak h\u0131z s\u0131n\u0131rlar\u0131n\u0131n en \u00f6nemlilerinden biri oldu\u011funu&#8221; s\u00f6yledi. Finlandiya&#8217;n\u0131n ulusal yol g\u00fcvenli\u011fi kurumu Liikenneturva&#8217;n\u0131n verilerine g\u00f6re, Helsinki&#8217;deki trafik \u00f6l\u00fcmleri o zamandan beri istikrarl\u0131 bir \u015fekilde azal\u0131yor.
