Uygarl\u0131\u011f\u0131n ka\u00e7\u0131n\u0131lmaz ger\u00e7eklerinden birisi olan \u201ctrafik\u201d ve \u201cyol g\u00fcvenli\u011fi\u201d insanlar\u0131n g\u00fcnl\u00fck ya\u015fam\u0131n\u0131n bir par\u00e7as\u0131 haline gelmi\u015ftir. Teknik boyutlar\u0131 i\u00e7erisinde al\u0131\u015f\u0131lageldi\u011fi gibi de\u011fil ve fakat sosyal a\u00e7\u0131dan tarif etmek gerekirse<\/p>\n\n\n\n<p>\u201cTrafik toplumun, karakterini, ahlak \u00f6l\u00e7\u00fclerini en net \u015fekilde sergileyen, bir defal\u0131k veya g\u00fcnl\u00fck olmay\u0131p her g\u00fcn tekrarlanan davran\u0131\u015flar zinciridir.\u201d<\/p>\n\n\n\n<p>Yollar ve yollardaki insan ve ara\u00e7 hareketi o \u00fclkenin ahlak d\u00fczeyini saptayabilmekte, k\u00fclt\u00fcr\u00fc hakk\u0131nda fikir verebilmektedir.<\/p>\n\n\n\n<p>Trafik d\u00fczeninde, trafik karma\u015fas\u0131nda \u201cinsan\u201d fakt\u00f6r\u00fc ba\u015fta gelmektedir. \u0130nsan aileden ald\u0131\u011f\u0131 e\u011fitim, okuldaki \u00f6\u011frenim ve ya\u015fam\u0131ndaki deneyim ve izlenimlerinin sonucu ki\u015filik sahibi olur ve toplumdaki yerini bulur. Boyutlar\u0131 ne olursa olsun her toplumda \u00e7o\u011funlu\u011fu olu\u015fturan ve ki\u015filik yap\u0131s\u0131 birbirine benzeyen ya da yak\u0131n olan insanlar bilerek veya bilmeyerek o toplumun genel de\u011fer yarg\u0131lar\u0131n\u0131 olu\u015fturur ve ortaya koyarlar.<\/p>\n\n\n\n<p>Geli\u015fen uygarl\u0131k ve sa\u011flad\u0131\u011f\u0131 olanaklar, ula\u015f\u0131m ve ileti\u015fim insan\u0131 kendi dar \u00e7er\u00e7evesinin d\u0131\u015f\u0131na ta\u015f\u0131m\u0131\u015ft\u0131r. Eskiden g\u00fcnler ya da aylar alan ula\u015f\u0131m birka\u00e7 saate s\u0131\u011fm\u0131\u015f ve de\u011fi\u015fik k\u00fclt\u00fcrler birbirileri ile i\u00e7 i\u00e7e girmi\u015ftir. Bu da de\u011fer yarg\u0131lar\u0131 farkl\u0131 toplumlar\u0131n ve insanlar\u0131n birbiri ile ileti\u015fimini h\u0131zland\u0131rm\u0131\u015ft\u0131r. De\u011fer yarg\u0131lar\u0131 k\u00f6yden k\u00f6ye, k\u00f6yden kente, kentten kente de\u011fi\u015fmekte ve bu i\u00e7 i\u00e7e ya\u015fam olaylar\u0131 alg\u0131lamakta uyumsuzluklara yol a\u00e7maktad\u0131r. Konmu\u015f olan toplumsal kurallar aile e\u011fitimine ve yeti\u015fti\u011fi toplumsal ortama g\u00f6re kimi i\u00e7in kolay, kimi i\u00e7in zorunluluk, kimi i\u00e7in eziyet olmaktad\u0131r.<\/p>\n\n\n\n<p>Uygarl\u0131\u011f\u0131n g\u00fcn ge\u00e7tik\u00e7e h\u0131zlanan temposu insanlar\u0131 yollara d\u00f6km\u00fc\u015f, gerekli gereksiz yolculuklara itmi\u015ftir. Bu tempo ve zaman t\u00fcketimi insan\u0131 aceleci ve sab\u0131rs\u0131z yapmaktad\u0131r. Acelecilik ve sab\u0131rs\u0131zl\u0131k, \u00f6zellikle kent ya\u015fam\u0131nda g\u00fcnl\u00fck di\u011fer problemlerle bir araya gelince, insanlar\u0131n di\u011ferlerinin hakk\u0131na sayg\u0131 g\u00f6stermemesine, hatta pek \u00e7ok kural\u0131 hi\u00e7e saymas\u0131na ve kurala tepkisine yol a\u00e7maktad\u0131r.<\/p>\n\n\n\n<p>Bu davran\u0131\u015flar\u0131n en belirgini olan trafik olgusu toplumun aynas\u0131 niteli\u011findedir. Devlet otoritesi ve devlet g\u00fc\u00e7leri d\u00fczen ve disiplin sa\u011flamak i\u00e7in b\u00fct\u00e7e, kadro, ara\u00e7 ve gere\u00e7, y\u00f6netim ve denetim, ceza ve e\u011fitim kavramlar\u0131n\u0131n ifade etti\u011fi her \u015feyi yapmakla y\u00fck\u00fcml\u00fc olmakta ve yapabildi\u011fi kadar\u0131n\u0131 yapmaktad\u0131r. Ancak hi\u00e7 bir \u00fclkede hi\u00e7 bir otorite bu konuyu tek ba\u015f\u0131na \u00e7\u00f6zememekte ve disiplin alt\u0131na alamamaktad\u0131r.<\/p>\n\n\n\n<p>Zira \u201ctrafik\u201d bir denetleme ve m\u00fchendislik i\u015fi olmakla beraber ayni zamanda sosyoloji ve psikoloji i\u015fidir de\u2026 \u00dclkemizde olaya bak\u0131\u015f a\u00e7\u0131s\u0131 daima \u201cdenetleme\u201d \u00e7er\u00e7evesinde olmakta, de\u011fil sosyal boyut, m\u00fchendislik boyutu bile fazla \u00f6nemsenmemektedir.<\/p>\n\n\n\n<p>K\u00fc\u00e7\u00fclen d\u00fcnya, h\u0131zlanan teknoloji, artan insan n\u00fcfusu ve motorlu ara\u00e7 say\u0131s\u0131 al\u0131\u015f\u0131lagelmi\u015f \u00f6nlemleri yetersiz k\u0131lmakta, yeni \u00e7areler arama ihtiyac\u0131n\u0131 yaratmaktad\u0131r.<\/p>\n\n\n\n<p>\u00dczerinde durulacak ilk husus, di\u011fer pek \u00e7ok konuda oldu\u011fu gibi, \u00e7a\u011fda\u015f d\u00fc\u015f\u00fcnce g\u00f6r\u00fc\u015f\u00fc ile her \u015feyi devletten bekleme mant\u0131\u011f\u0131n\u0131 terk ederek trib\u00fcndeki yayan\u0131n ve s\u00fcr\u00fcc\u00fcn\u00fcn sahaya inmesi, ba\u015fka bir ifade ile bireyin ve toplumun kendini sorumlu ve g\u00f6revli g\u00f6rmesidir.<\/p>\n\n\n\n<p>Art\u0131k trafik polisinin de\u011fil, kazan\u0131n verece\u011fi cezay\u0131 alg\u0131lamak olgunlu\u011funa ermek zaman\u0131 gelmi\u015ftir.<\/p>\n\n\n\n<p>Toplumun ve bireyin bilin\u00e7lenmesi ve kendi kendini kontrol etme erdemine varmas\u0131, belli bir trafik k\u00fclt\u00fcr\u00fc d\u00fczeyine \u00e7\u0131kmas\u0131 laz\u0131md\u0131r. Bu da e\u011fitimle olur. Ne var ki e\u011fitim uzun bir s\u00fcre\u00e7 ister. Halbuki artan trafikte can kayb\u0131 durumu vahim ve acil hale getirmi\u015ftir. Zamana kar\u015f\u0131 yar\u0131\u015fmak i\u00e7in yap\u0131lacaklar\u0131n ba\u015f\u0131nda toplumun \u00f6rg\u00fctlenmi\u015f \u00f6\u011felerinin harekete ge\u00e7mesi gelmektedir.<\/p>\n\n\n\n<p>Bunu yapacak olan sivil toplum kurulu\u015flar\u0131, \u00f6zel sekt\u00f6r ve ekran\u0131, radyosu ve bas\u0131n\u0131 ile medyad\u0131r. Sivil toplum kurulu\u015flar\u0131 organize edecek, \u00f6zel sekt\u00f6r destek verecek ve medya yazacak, g\u00f6sterecek, s\u00f6yleyecektir. Toplum, trafik bilincini ve trafik k\u00fclt\u00fcr\u00fcn\u00fc i\u00e7ine sindirinceye kadar\u2026<\/p>\n\n\n\n<p>Bu eylemi ba\u015flatmaz ve geli\u015ftirmezsek, gayreti devletten beklemeye devam edersek gidenlerin arkas\u0131ndan yas tutanlar\u0131n adedi artacak, dizini d\u00f6venler \u00e7o\u011falacakt\u0131r.<\/p>\n\n\n\n<p><strong>Av. Hitay G\u00fcner<br>T\u00fcrkiye Trafik Kazalar\u0131n\u0131 \u00d6nleme Derne\u011fi<br>Genel Ba\u015fkan\u0131<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2030 Hedefleri yolunda trafik g\u00fcvenli\u011fi<\/strong><\/h2>\n\n\n\n<p>\u0130stanbul Ticaret \u00dcniversitesi-Trafikte Ortak Ak\u0131l Projeleri Derne\u011fi, T\u00fcrkiye Trafik Kazalar\u0131n\u0131 \u00d6nleme Derne\u011fi taraf\u0131ndan ortakla\u015fa d\u00fczenlenecek toplant\u0131n\u0131n 11 Aral\u0131k Per\u015fembe g\u00fcn\u00fc \u00fcniversitenin Hali\u00e7 yerle\u015fkesinde yap\u0131laca\u011f\u0131 \u00f6\u011frenildi.<\/p>\n\n\n\n<p>Toplant\u0131da 2030 hedefi olarak kabul edilen trafik \u00e7arp\u0131\u015fmalar\u0131nda kar\u015f\u0131la\u015f\u0131lan can kay\u0131plar\u0131n\u0131n % 50 azalt\u0131lmas\u0131na y\u00f6nelik geli\u015fmelerin ve \u00e7al\u0131\u015fmalar\u0131n irdelenmesi \u00f6ng\u00f6r\u00fcl\u00fcyor. Resmi Gazete\u2019de 4 Ekim\u2019de yay\u0131nlanan tebli\u011fe g\u00f6re karayollar\u0131nda yolcu ve e\u015fya ta\u015f\u0131malar\u0131nda kullan\u0131lan ta\u015f\u0131tlarda k\u0131\u015f lasti\u011fi zorunlu olup, bu h\u00fck\u00fcm 15 Nisan 2026 tarihine kadar ge\u00e7erli olacakt\u0131r. D\u00fczenleme ile daha \u00f6nce 4 ay zorunlu olan uygulama s\u00fcresi 5 aya \u00e7\u0131kar\u0131ld\u0131.<\/p>\n\n\n\n<p>TTK\u00d6D olarak 6 Ekim 2025 tarihinde yay\u0131nlanan bas\u0131n a\u00e7\u0131klamas\u0131nda, genel trafikteki pay\u0131 % 22 olan yolcu ve e\u015fya ta\u015f\u0131mas\u0131ndaki ara\u00e7lara bu y\u00fck\u00fcml\u00fcl\u00fck devam ederken trafikte % 55 pay sahibi otomobillerin uygulama d\u0131\u015f\u0131nda b\u0131rak\u0131lmas\u0131 yol ve trafik g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan zincirin en zay\u0131f halkas\u0131n\u0131 olu\u015fturdu\u011fu savunulmu\u015ftur. Ayr\u0131ca motosiklet, \u00e7ekici ve TIR r\u00f6morklar\u0131n\u0131n kapsam d\u0131\u015f\u0131 tutulmas\u0131 da tebli\u011fin eksiklerini olu\u015fturmaktad\u0131r.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"752\" height=\"213\" src=\"http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-3.png\" alt=\"\" class=\"wp-image-355\" srcset=\"http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-3.png 752w, http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-3-300x85.png 300w\" sizes=\"auto, (max-width: 752px) 100vw, 752px\" \/><\/figure>\n<\/div>\n\n\n<p>Kanunun mevcut \u015fekli K\u0131\u015f Lasti\u011fi&nbsp;belgelendirme \u015fartlar\u0131n\u0131 i\u015faret etmesine ve bunun da gere\u011fi \u201c3pmsf\u201d&nbsp;tan\u0131m\u0131 olmas\u0131na ra\u011fmen uygulama tebli\u011fi M+S tan\u0131m\u0131n\u0131 yeterli g\u00f6rmektedir. Trafik ve yol g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan bu basit d\u00fczenleme bile yeni kanun teklifinde yer almam\u0131\u015ft\u0131r. FTM merkezindeki g\u00f6r\u00fc\u015fmede Ba\u015fkan Sami G\u00fcle\u00e7y\u00fcz, Ba\u015fkan Yard\u0131mc\u0131s\u0131 Dr. Suat Sar\u0131 ve Ba\u015fkan Yard\u0131mc\u0131s\u0131 T\u00fclay Korkmaz\u2019da yer ald\u0131. \u0130ki dernek aras\u0131ndaki i\u015fbirli\u011fi konular\u0131 ile ortak m\u00fccadele edilecek alanlar\u0131n 22 Kas\u0131m\u2019da ele al\u0131nmas\u0131na y\u00f6nelik bir takvim belirlendi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>TTK\u00d6D <\/strong><strong>Ola\u011fan Genel Kurulu yap\u0131lacak<\/strong><\/h2>\n\n\n\n<p>T\u00fcrkiye Trafik Kazalar\u0131n\u0131 \u00d6nleme Derne\u011fi ola\u011fan genel kurul toplant\u0131lar\u0131, olu\u015fturulan team\u00fcl gere\u011fi iki y\u0131lda bir Aral\u0131k ay\u0131nda yap\u0131l\u0131yor. Halen g\u00f6revde olan Onur Orhon ba\u015fkanl\u0131\u011f\u0131ndaki y\u00f6netim kurulunun bu toplant\u0131yla iki y\u0131ll\u0131k g\u00f6rev s\u00fcreleri tamamlanacak ve yeni bir heyet se\u00e7ilecek. Genel Kurul\u2019da ana t\u00fcz\u00fck gere\u011fi genel ba\u015fkan ayr\u0131, y\u00f6netim kurulu \u00fcyeleri ayr\u0131 ayr\u0131 olarak belirlenmektedir. Mevcut Genel Ba\u015fkan iki d\u00f6nemdir i\u015fba\u015f\u0131nda olup, yeniden adayl\u0131\u011f\u0131 durumunda \u00fc\u00e7\u00fcnc\u00fc d\u00f6nem i\u00e7in g\u00f6rev isteminde bulunacak.
