Bu<br>de\u011ferlendirmeler do\u011frultusunda, trafik g\u00fcvenli\u011fi alan\u0131nda g\u00f6rev ve sorumluluk \u00fcstlenen<br>kurumlar aras\u0131nda daha etkin, koordineli ve s\u00fcrd\u00fcr\u00fclebilir bir i\u015f birli\u011fi modelinin<br>geli\u015ftirilmesi gereklili\u011fi vurgulanm\u0131\u015ft\u0131r.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"758\" height=\"384\" src=\"http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-13.png\" alt=\"\" class=\"wp-image-371\" srcset=\"http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-13.png 758w, http:\/\/www.trtrafik.org\/wp-content\/uploads\/2026\/03\/image-13-300x152.png 300w\" sizes=\"auto, (max-width: 758px) 100vw, 758px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"has-text-align-left\"><br>E\u011fitim, denetim, altyap\u0131 ve mevzuat alanlar\u0131 \u00e7al\u0131\u015ftay\u0131n temel odak ba\u015fl\u0131klar\u0131 aras\u0131nda yer alm\u0131\u015f;<br>bu alanlarda somut, uygulanabilir ve \u00f6l\u00e7\u00fclebilir \u00f6neriler geli\u015ftirilmesi ama\u00e7lanm\u0131\u015ft\u0131r. \u00d6zellikle trafik e\u011fitiminin erken ya\u015flardan itibaren yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131, denetimlerin teknoloji destekli ve risk odakl\u0131 bir yakla\u015f\u0131mla g\u00fc\u00e7lendirilmesi, g\u00fcvenli yol ve kav\u015fak tasar\u0131mlar\u0131n\u0131n art\u0131r\u0131lmas\u0131 ile g\u00fcncel ihtiya\u00e7lara cevap verebilecek mevzuat d\u00fczenlemelerinin hayata ge\u00e7irilmesi gereklili\u011fi \u00f6n plana \u00e7\u0131km\u0131\u015ft\u0131r. Bununla birlikte, trafik g\u00fcvenli\u011finin kal\u0131c\u0131 bi\u00e7imde sa\u011flanabilmesi i\u00e7in trafik g\u00fcvenli\u011fi k\u00fclt\u00fcr\u00fcn\u00fcn toplum genelinde yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 temel bir hedef olarak ele al\u0131nm\u0131\u015ft\u0131r. Trafik kurallar\u0131na uyumun bir zorunluluktan \u00f6te, toplumsal sorumluluk ve ortak ya\u015fam bilinci olarak benimsenmesi; s\u00fcr\u00fcc\u00fcler, yayalar, motosiklet ve mikromobilite kullan\u0131c\u0131lar\u0131 d\u00e2hil olmak \u00fczere t\u00fcm yol kullan\u0131c\u0131lar\u0131n\u0131n bu k\u00fclt\u00fcr\u00fcn par\u00e7as\u0131 h\u00e2line gelmesi gerekti\u011fi vurgulanm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019nin mevcut denetim s\u00fcre\u00e7lerinin 2023\u2019te azalt\u0131ld\u0131\u011f\u0131na de\u011finerek, bu durumun g\u00fcnl\u00fck \u00f6l\u00fcm ortalamas\u0131n\u0131 17,9\u2019a \u00e7\u0131kard\u0131\u011f\u0131n\u0131 belirtti. 2024\u2019te denetimlerin % 50 artmas\u0131na ra\u011fmen can kay\u0131plar\u0131nda yaln\u0131zca %3 d\u00fc\u015f\u00fc\u015f sa\u011fland\u0131\u011f\u0131n\u0131 belirtti ve bu 197 daha az can kayb\u0131 demek. Elbette<br>\u00f6nemli ama yeterli de\u011fil. Trafik k\u00fclt\u00fcr\u00fcn\u00fcn toplumda yerle\u015fmesi i\u00e7in \u00e7al\u0131\u015fmalar yapt\u0131klar\u0131n\u0131 belirtti\u201d<br>\u201cBir trafik k\u00fclt\u00fcr\u00fc olu\u015fturmak istiyoruz. Yani sadece \u2018ceza yaz\u0131ls\u0131n, ceza olsun\u2019 gibi bir<br>derdimiz yok. Biz hi\u00e7 ceza yazmayal\u0131m, hi\u00e7 ceza vermeyelim, hi\u00e7 trafik kazas\u0131 olmas\u0131n. Ama<br>trafik k\u00fclt\u00fcr\u00fc olu\u015fturmak i\u00e7in ceza, cayd\u0131r\u0131c\u0131 bir ara\u00e7sa onu da kullanmam\u0131z gerekir. \u0130n\u015fallah \u015fu anda yasam\u0131z T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi\u2019nde komisyondan ge\u00e7ti. Genel kurulda geneli \u00fczerindeki g\u00f6r\u00fc\u015fmeler tamamland\u0131. \u015eu anda Meclisimiz daha \u00e7ok 2026 mahalli b\u00fct\u00e7esiyle u\u011fra\u015f\u0131yor. B\u00fct\u00e7e bittikten sonra bizim bu yasam\u0131z, 36 maddelik trafik yasam\u0131z yasala\u015facak.<br>\u0130n\u015fallah bu yeni yasayla beraber trafikte yeni bir d\u00f6neme girmi\u015f olaca\u011f\u0131z. Ama bu yeni d\u00f6nemi<br>\u00e7ok iyi anlatmam\u0131z laz\u0131m. Toplumun bunu i\u00e7selle\u015ftirmesi, buna pozitif yakla\u015fmas\u0131 laz\u0131m. B\u00fct\u00fcn<br>amac\u0131n, trafikte daha az can kayb\u0131 oldu\u011funu, daha az yaralanma oldu\u011funu ve trafikte daha az<br>kay\u0131p olmas\u0131n\u0131 hedefledi\u011fimizi topluma mutlaka benimsetmemiz, kabul ettirmemiz laz\u0131m.\u201d<br>Yasa d\u0131\u015f\u0131 \u00e7akar kullan\u0131m\u0131 konusunda bilgi veren \u0130\u00e7i\u015fleri Bakan\u0131 Yard\u0131mc\u0131s\u0131 Say\u0131n M\u00fcnir<br>Karao\u011flu, \u201cYasa d\u0131\u015f\u0131 \u00e7akar kullan\u0131m\u0131na y\u00f6nelik al\u0131nan tedbirlerde, cezalar\u0131n 138.000 liraya<br>\u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131, tekrar\u0131nda 276.000 lira uyguland\u0131\u011f\u0131n\u0131, ayr\u0131ca ehliyete el koyma ve ara\u00e7 ba\u011flama<br>yapt\u0131r\u0131mlar\u0131n\u0131n devreye al\u0131nd\u0131\u011f\u0131n\u0131 hat\u0131rlatt\u0131.\u201d<br>Yeni d\u00fczenlemeler ve denetimler konusunda, denetim say\u0131s\u0131n\u0131n 166.000\u2019den, 799.000\u2019e<br>\u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131, kurallara uymayan s\u00fcr\u00fcc\u00fclerde %86 azalma sa\u011fland\u0131\u011f\u0131n\u0131 vurgulad\u0131. Kazalar\u0131<br>azaltan en b\u00fcy\u00fck ihlalleri h\u0131z a\u015f\u0131m\u0131 ve k\u0131rm\u0131z\u0131 \u0131\u015f\u0131k ihlali olarak belirtti.<br>Trafik i\u015faretlerindeki kar\u0131\u015f\u0131kl\u0131k ve \u00e7\u00f6z\u00fcmler \u0130\u00e7i\u015fleri Bakan\u0131 Yard\u0131mc\u0131s\u0131 Say\u0131n M\u00fcnir Karao\u011flu, trafik levhalar\u0131ndaki karma\u015fan\u0131n s\u00fcr\u00fcc\u00fcler i\u00e7in kafa kar\u0131\u015ft\u0131r\u0131c\u0131 oldu\u011funu belirterek, bu sorunun giderilmesi amac\u0131yla yeni levhalar\u0131n yerle\u015ftirilece\u011fini ifade etti. Kurban Bayram\u0131 \u00f6ncesinde \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131n\u0131n h\u0131z denetimlerini art\u0131rd\u0131\u011f\u0131n\u0131, s\u00fcr\u00fcc\u00fclere h\u0131z s\u0131n\u0131rlar\u0131na uymalar\u0131 y\u00f6n\u00fcnde \u00e7a\u011fr\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 an\u0131msatarak, \u015funlar\u0131<br>s\u00f6yledi:\u201d Her 30 kilometrede bir radar uygulamas\u0131 ba\u015flataca\u011f\u0131m\u0131z\u0131 duyurduk. \u00c7\u00fcnk\u00fc her g\u00fcn<br>10 vatanda\u015f\u0131m\u0131z\u0131 a\u015f\u0131r\u0131 h\u0131z nedeniyle kaybediyoruz. S\u00fcr\u00fcc\u00fcler, ayn\u0131 yolda birbiriyle \u00e7eli\u015fen 50,<br>70, 90 gibi h\u0131z levhalar\u0131n\u0131n bulundu\u011funu, nerede hangi s\u0131n\u0131r\u0131n ge\u00e7erli oldu\u011funun<br>anla\u015f\u0131lmad\u0131\u011f\u0131n\u0131 dile getirdi. Sosyal medyada b\u00fcy\u00fck bir tart\u0131\u015fma oldu ve vatanda\u015f\u0131n hakl\u0131 oldu\u011fu<br>ortaya \u00e7\u0131kt\u0131. Bir hafta i\u00e7inde haz\u0131rlanan raporda trafik levhalar\u0131nda ciddi bir karma\u015fa oldu\u011fu<br>tespit edildi. Bunun \u00fczerine sadele\u015ftirme \u00e7al\u0131\u015fmalar\u0131na ba\u015flad\u0131k ve s\u00fcre\u00e7 Cumhurba\u015fkanl\u0131\u011f\u0131<br>genelgesiyle t\u00fcm kurumlara talimat olarak iletildi. \u015eu ana kadar 73.000 levha kald\u0131r\u0131ld\u0131, 14.000<br>bin yeni levha yerle\u015ftirildi.
