Bebekler, \u00e7ocuklar, \u00e7ocuklular, hamileler, ya\u015fl\u0131lar dahil, her ya\u015ftan insandan, \u00e7e\u015fitli sakatl\u0131klar\u0131 olanlardan, herhangi bir bi\u00e7imde y\u00fck ta\u015f\u0131yanlardan olu\u015fan bir toplulu\u011fuz.<\/p>\n\n\n\n<p>\u0130NSANA VE \u00c7EVREYE DOST ULA\u015eIMI<\/p>\n\n\n\n<p>Yayal\u0131k, di\u011fer insanlara ve \u00e7evreye hi\u00e7bir zarar vermeyen, insan\u0131n kendi sa\u011fl\u0131\u011f\u0131na da katk\u0131da bulunan bir ula\u015f\u0131m bi\u00e7imidir. \u0130nsan\u0131n kendi enerjisi d\u0131\u015f\u0131nda kaynak t\u00fcketmedi\u011fi i\u00e7in havay\u0131 kirletmemesi, park ederek alan i\u015fgal etmemesi ve di\u011fer yayalara zarar verme riskinin s\u0131f\u0131r olmas\u0131, \u00e7evresine dost bu ula\u015f\u0131m bi\u00e7iminin ay\u0131rt edici nitelikleridir. Ayr\u0131ca toplumsal ili\u015fkiyi de kolayla\u015ft\u0131rma ve s\u0131kla\u015ft\u0131rma olanaklar\u0131 sunmaktad\u0131r.<\/p>\n\n\n\n<p>Bu esnek ve insanc\u0131l ula\u015f\u0131m\u0131 se\u00e7en bizler, ne yaz\u0131k ki, kentlerde korumas\u0131z durumday\u0131z ve son y\u0131llarda, giderek daha fazla zarara u\u011frat\u0131lmakta, k\u00f6\u015feye k\u0131st\u0131r\u0131lmaktay\u0131z.<\/p>\n\n\n\n<p><strong>Y\u00dcR\u00dcM\u00dcYORUZ S\u00dcZ\u00dcL\u00dcYORUZ<\/strong><\/p>\n\n\n\n<p>Motorlu ara\u00e7 say\u0131s\u0131n\u0131n her g\u00fcn h\u0131zla artmas\u0131 ve bu art\u0131\u015fla oranl\u0131 geli\u015fmeyen altyap\u0131, bir yandan motorlu ara\u00e7 trafi\u011fini kilitlenme noktas\u0131na getirirken, di\u011fer yandan, yaya haklar\u0131na tecav\u00fcz\u00fc ola\u011fan\u00fcst\u00fc ve dayan\u0131lmaz boyutlara ula\u015ft\u0131rd\u0131.<\/p>\n\n\n\n<p>Yayalar\u0131n, motorlu ara\u00e7lar kar\u015f\u0131s\u0131nda yaln\u0131z, gasp edilmi\u015f haklar\u0131 bak\u0131m\u0131ndan savunmas\u0131z b\u0131rak\u0131lmalar\u0131, \u00e7ok b\u00fcy\u00fck bir haks\u0131zl\u0131kt\u0131r.<\/p>\n\n\n\n<p>Bu sorunun yarat\u0131lmas\u0131nda hi\u00e7bir sorumlulu\u011fumuz olmad\u0131\u011f\u0131 halde, ortaya \u00e7\u0131kan durumdan \u00f6t\u00fcr\u00fc an\u0131nda ve fiilen cezaland\u0131r\u0131l\u0131yoruz, haklar\u0131m\u0131z k\u0131s\u0131tlan\u0131yor.<\/p>\n\n\n\n<p>Kentlerin yaya kald\u0131r\u0131mlar\u0131nda, \u00f6zellikle kent merkezlerinde ve ak\u015famlar\u0131 mahalle i\u00e7lerinde art\u0131k y\u00fcr\u00fcyemiyor, ara\u00e7lar\u0131n ve engellerin aras\u0131ndan adeta s\u00fcz\u00fcl\u00fcyoruz.<\/p>\n\n\n\n<p><strong>\u00c7\u00d6Z\u00dcMS\u00dcZL\u00dcK SARMALI<\/strong><\/p>\n\n\n\n<p>Trafik k\u00f6rd\u00fc\u011f\u00fcm\u00fcne getirilen \u00e7\u00f6z\u00fcmler, hep motorlu ara\u00e7 trafi\u011fini rahatlatmaya y\u00f6nelik oldu. Oysa bu \u00e7\u00f6z\u00fcmlerin hepsi, sorunu ortadan kald\u0131raca\u011f\u0131na daha da \u00e7\u00f6z\u00fcms\u00fczle\u015ftiriyor.<\/p>\n\n\n\n<p>Yap\u0131lmas\u0131 gereken, motorlu ara\u00e7 yerine alternatif ula\u015f\u0131m sistemlerini ele alan ve yayalar\u0131 g\u00f6zeten \u00f6nerilerin kamuoyunda tart\u0131\u015f\u0131lmas\u0131 ve ger\u00e7ekle\u015ftirilmesidir.<\/p>\n\n\n\n<p><strong>Biz yayalar,<\/strong><\/p>\n\n\n\n<p>Bu e\u015fitsiz ve haks\u0131z durumu neredeyse kan\u0131ksad\u0131k; yayal\u0131k haklar\u0131m\u0131z\u0131 talep etmeyi ve korumay\u0131 unuttuk.<\/p>\n\n\n\n<p><strong>Yaya Haklar\u0131 Bildirgesini<\/strong><\/p>\n\n\n\n<p>Yayal\u0131k haklar\u0131m\u0131z\u0131 hat\u0131rlamak, hat\u0131rlatmak, g\u00fcndeme getirmek, savunmay\u0131 kolayla\u015ft\u0131rmak ve geni\u015fletmek amac\u0131yla, yurtta\u015flar\u0131n bu konudaki inisiyatiflerinin geli\u015fimine katk\u0131da bulunmak \u00fczere haz\u0131rlad\u0131k.<\/p>\n\n\n\n<p>Daha adil ve e\u015fitlik\u00e7i bir yap\u0131da, kentsel ekolojiye olumlu katk\u0131lar\u0131m\u0131zla, yayalar olarak haklar\u0131m\u0131z\u0131 elde edece\u011fimize inan\u0131yoruz.<\/p>\n\n\n\n<p><strong>Bu Bildirge ile,<\/strong><\/p>\n\n\n\n<p>Yaya haklar\u0131n\u0131n tan\u0131mlanmas\u0131, sahiplenilmesi, fiilen tan\u0131nmas\u0131 ve uygulanmas\u0131 i\u00e7in somut bir \u00e7er\u00e7eve ilan edilmektedir.<\/p>\n\n\n\n<p><strong>YAYA KALDIRIMLARI YAYALARINDIR<\/strong><\/p>\n\n\n\n<p>Bu nedenle;<\/p>\n\n\n\n<p>\u2022 B\u00fct\u00fcn yerle\u015fim merkezlerinde, \u00f6rg\u00fcn ve yayg\u0131n yaya kald\u0131r\u0131m\u0131 a\u011f\u0131n\u0131n bulunmas\u0131, en temel yaya hakk\u0131d\u0131r.<\/p>\n\n\n\n<p>\u2022 B\u00fct\u00fcn yerle\u015fim alanlar\u0131nda yaya kald\u0131r\u0131mlar\u0131n\u0131n yap\u0131m\u0131 zorunludur.<\/p>\n\n\n\n<p>\u2022 Ara\u00e7lar, yaya kald\u0131r\u0131m\u0131na park edemez.<\/p>\n\n\n\n<p>\u2022 Kald\u0131r\u0131mlar \u00fczerindeki b\u00fct\u00fcn fiziki ve toplumsal engeller, serbest y\u00fcr\u00fcy\u00fc\u015f\u00fc aksatmayacak bi\u00e7imde d\u00fczenlenir.<\/p>\n\n\n\n<p>\u2022 Yayalar\u0131n egzoz gazlar\u0131yla zehirlenmemesi, g\u00fcr\u00fclt\u00fcyle rahats\u0131z olmamas\u0131, \u00fczerlerine \u00e7amur, toz ve benzerlerinin s\u0131\u00e7rat\u0131lmamas\u0131 i\u00e7in \u00f6nlemler al\u0131n\u0131r.<\/p>\n\n\n\n<p><strong>KENT MERKEZ\u0130 YAYA B\u00d6LGELER\u0130N\u0130ND\u0130R<\/strong><\/p>\n\n\n\n<p>Bu nedenle;<\/p>\n\n\n\n<p>\u2022 Toplu ta\u015f\u0131m d\u0131\u015f\u0131ndaki ara\u00e7lar, merkeze girmekten \u00f6zenle ka\u00e7\u0131n\u0131r.<\/p>\n\n\n\n<p>\u2022 Yaya b\u00f6lgeleri, giderek b\u00fct\u00fcn merkezi kapsayacak bi\u00e7imde geni\u015fletilir.<\/p>\n\n\n\n<p>\u2022 Yaya b\u00f6lgeleri, her t\u00fcrl\u00fc motorlu ara\u00e7tan, kesinlikle ar\u0131nd\u0131r\u0131l\u0131r.<\/p>\n\n\n\n<p>\u2022 Yayalar, bu b\u00f6lgeleri, kentsel etkile\u015fim, k\u00fclt\u00fcrel etkinlik ve al\u0131\u015f-veri\u015f i\u00e7in \u00f6zg\u00fcr bir bi\u00e7imde kullan\u0131rlar.<\/p>\n\n\n\n<p><strong>YAYA GE\u00c7\u0130TLER\u0130NDE \u00dcST\u00dcNL\u00dcK, MUTLAK OLARAK YAYALARINDIR<\/strong><\/p>\n\n\n\n<p>Bu nedenle;<\/p>\n\n\n\n<p>\u2022 Yayalar\u0131n gereksindi\u011fi kadar s\u0131k, yaya ge\u00e7idi sa\u011flan\u0131r.<\/p>\n\n\n\n<p>\u2022 Yaya ge\u00e7itleri i\u015faretlenir ve buralar\u0131, hi\u00e7bir bi\u00e7imde, ara\u00e7lar taraf\u0131ndan i\u015fgal edilemez.
